It’s no secret that South Jersey has some terrific public high schools—just ask Newsweek, which ranked four of our local schools, Cherry Hill East, Haddonfield Memorial, Moorestown and Cherry Hill West, among top 500 best high schools in the country. But those aren’t the only institutions in our area making a difference. Here, we’ve ranked them using data compiled from the most recent New Jersey Department of Education School Report Card for the 2009/ 2010 school year. The numbers offer a glimpse into how our local institutions are succeeding at preparing our children for the future.

Activity fees, parking charges and other extras are generating revenue for local high schools, but they’re putting the squeeze on students.

What makes a well-rounded student? Not just impressive academics and SAT scores, say counselors, but something extra outside the classroom. “All students are encouraged to participate in our sports, clubs, and activities offerings,” read a press release sent to Haddonfield students this summer. But that participation, not just in sports, but in student leadership, drama and music ensembles, comes at a price: a $75 annual fee for grades six through eight, and a $125 charge for high school students.

Even after Gov. Chris Christie increased state aid to schools by $850 million this summer, (following $820 million in cuts a year ago), local schools are still trying to find creative ways to cover their costs while improving education. And in many cases, that means passing on increased costs to students, via new or increased fees for sports, activities, parking and other extras.

Haddonfield superintendent Dr. Richard Perry says his district has formed a committee to seek alternative revenues, as a means to become self sufficient regardless of state aid. “The activity fee was created as an alternative revenue source,” Perry says plainly, and it’s one of many income-generating options he’s considering.

His office hasn’t received any complaints about the fee, put in place before he took office a year ago, Perry says, noting he hopes to avoid increasing any fees passed down to students.

These pay-to-play fees aren’t new.

Lenape Regional High School District will continue its existing activity fee policy during the upcoming academic year. A $200 charge applies to every student who participates in at least one after-school activity, including not just varsity football and flashy theater productions, but the student government, marching band, the school newspaper and community service clubs.

Lenape district business administrator James Hager says the district has been working hard behind the scenes to keep costs in check, with collective purchasing agreements and innovative self-insurance programs. Yet, each year, costs rise: “Like everything else, it’s driven by health benefit costs, staffing costs with increases in enrollment and special education costs,” Hager says.

Moorestown High School students who want to participate in athletic or extracurricular activities will also need to pay up. The district approved a new fee of $175 this June; the annual fee covers an unlimited number of activities. The Board of Education had also considered a pay-per-activity option, but ultimately voted it down to keep fees reasonable, a spokesman for superintendent John Bach says.

Most high schools that impose such fees offer to waive them based on financial needs, or automatically exempt students that qualify for free or reduced lunch. Maximum caps are set in place for families with multiple children, but some families may pay up to $400. But it’s not just limited to sports and activities. Washington Township’s Board of Education this summer approved an increase in the parking fee charged to Washington Township High School seniors, for the first time in 15 years. The fee increased to $25, up from $10, and is effective this September.

“The cost of identifying, processing and maintaining the parking has increased over time,” principal Joe Bollendorf says. “These costs require an increase at this time. The fee is in line with most area high schools, some of whom charge even more.”

Revenue generated will offset the cost of parking tags, signs and maintaining surfaces and lines for the lot’s 550 spaces.

Bollendorf says he collected data from other schools and determined that the Washington Township fee was far below the norm (Lenape’s parking fee is $50 this year).

To date, the principal’s office has not received one complaint on the increase, and the sign-up for this school year has already been completed, he says. Only time will tell if the fees are effective—or appropriate—during this budgetary crisis.

Nickel and Dimed
Activity fees, parking charges and other extras are generating revenue for local high schools, but they’re putting the squeeze on students.

What makes a well-rounded student? Not just impressive academics and SAT scores, say counselors, but something extra outside the classroom. “All students are encouraged to participate in our sports, clubs, and activities offerings,” read a press release sent to Haddonfield students this summer. But that participation, not just in sports, but in student leadership, drama and music ensembles, comes at a price: a $75 annual fee for grades six through eight, and a $125 charge for high school students.

Even after Gov. Chris Christie increased state aid to schools by $850 million this summer, (following $820 million in cuts a year ago), local schools are still trying to find creative ways to cover their costs while improving education. And in many cases, that means passing on increased costs to students, via new or increased fees for sports, activities, parking and other extras.

Haddonfield superintendent Dr. Richard Perry says his district has formed a committee to seek alternative revenues, as a means to become self sufficient regardless of state aid. “The activity fee was created as an alternative revenue source,” Perry says plainly, and it’s one of many income-generating options he’s considering.

His office hasn’t received any complaints about the fee, put in place before he took office a year ago, Perry says, noting he hopes to avoid increasing any fees passed down to students.

These pay-to-play fees aren’t new.

Lenape Regional High School District will continue its existing activity fee policy during the upcoming academic year. A $200 charge applies to every student who participates in at least one after-school activity, including not just varsity football and flashy theater productions, but the student government, marching band, the school newspaper and community service clubs.

Lenape district business administrator James Hager says the district has been working hard behind the scenes to keep costs in check, with collective purchasing agreements and innovative self-insurance programs. Yet, each year, costs rise: “Like everything else, it’s driven by health benefit costs, staffing costs with increases in enrollment and special education costs,” Hager says.

Moorestown High School students who want to participate in athletic or extracurricular activities will also need to pay up. The district approved a new fee of $175 this June; the annual fee covers an unlimited number of activities. The Board of Education had also considered a pay-per-activity option, but ultimately voted it down to keep fees reasonable, a spokesman for superintendent John Bach says.

Most high schools that impose such fees offer to waive them based on financial needs, or automatically exempt students that qualify for free or reduced lunch. Maximum caps are set in place for families with multiple children, but some families may pay up to $400. But it’s not just limited to sports and activities. Washington Township’s Board of Education this summer approved an increase in the parking fee charged to Washington Township High School seniors, for the first time in 15 years. The fee increased to $25, up from $10, and is effective this September.

“The cost of identifying, processing and maintaining the parking has increased over time,” principal Joe Bollendorf says. “These costs require an increase at this time. The fee is in line with most area high schools, some of whom charge even more.”

Revenue generated will offset the cost of parking tags, signs and maintaining surfaces and lines for the lot’s 550 spaces.

Bollendorf says he collected data from other schools and determined that the Washington Township fee was far below the norm (Lenape’s parking fee is $50 this year).

To date, the principal’s office has not received one complaint on the increase, and the sign-up for this school year has already been completed, he says. Only time will tell if the fees are effective—or appropriate—during this budgetary crisis.
